History of ICOF In the early 1990s the Minister of Family Services established a working group to look at ways of improving supports available to Manitobans with developmental disabilities.  As a result of the working group’s discussions, ICOF was developed.  Fifteen individuals became the first participants of ICOF in the mid 1990’s!  At that time ICOF was a pilot project. As of February 2009, 58 individuals receive supports throughout Manitoba in the ICOF program.  In the Company of Friends is now one of the program options available to individuals throughout every region of the province.
